Summer in New York City is exactly when the electrical grid is under the most pressure. During the late-June 2025 heat wave, roughly 3% of Con Edison customers — about 110,000 people — lost power for an average of around four hours across the five boroughs, and the utility cut voltage by about 8% in select Queens, Staten Island, and Brooklyn neighborhoods to relieve stress on its equipment. Those deliberate voltage reductions are the "brownouts" you may have noticed as dimming lights. If you rely on medical equipment, run a business from home, or just don't want to lose a fridge full of food, backup power starts to look less like a luxury and more like planning.

Why NYC summers strain the grid
When temperatures push past 90 — and 2025 saw the city top 100°F earlier in the year than ever recorded — air conditioning demand spikes across millions of units at once. Con Edison has said it uses targeted voltage reduction to manage the grid during times of peak capacity and prevent larger, longer outages. That's a sign the local network is running near its limits during heat events, and the added strain grows as more of the city electrifies. For a homeowner, the takeaway is simple: summer outages and brownouts aren't freak events here — they're a recurring risk worth preparing for.
Standby generators: how they work, and the NYC catch
A whole-home standby generator is a permanently installed unit — usually fueled by natural gas — that starts automatically when it detects an outage. The key component is the automatic transfer switch (ATS), which sits between your meter and panel and safely disconnects your home from the grid before the generator feeds it. That disconnection isn't optional: it's what protects utility line workers from backfeed. Systems come in two flavors:
- Whole-house — the ATS is sized to your full panel (a 200-amp panel needs a 200-amp switch), backing up everything.
- Partial-circuit — a smaller sub-panel backs up only chosen circuits (fridge, furnace, a few outlets), which lets you use a smaller, cheaper generator.
The honest catch in NYC: permanent fuel generators are genuinely hard here. NYC requires DOB permits for both the electrical work and the gas piping, and the work must be done by licensed trades — no permit-free installs. Con Edison must be notified, and natural gas can serve as the sole fuel only if an outside gas cut-off valve is installed per the NYC Fuel Gas Code. NYC Building Code also calls for witnessed testing of standby systems. On top of the paperwork, you need outdoor space with proper clearances — something a free-standing home in a quieter part of Queens or Staten Island may have, but a row house or brownstone often does not.
Home batteries: often the better fit for dense NYC
For attached houses, brownstones, and apartments where a fuel generator is impractical, a battery energy storage system (BESS) is frequently the more realistic choice. A home battery stores power (charged from the grid or, if you have them, solar panels) and switches over silently when the grid drops — no fuel line, no exhaust, no engine noise.
Batteries are still tightly regulated here, and for good reason. In NYC, any battery storage system rated 2 kWh or larger requires a Certificate of Approval from the FDNY, plus DOB permits. For one- and two-family homes, the rules generally prohibit installing batteries inside living areas or sleeping rooms — instead they go in a fire-separated attached garage, a detached garage, or outdoors with setbacks from doors and windows. Certified equipment is tested to standards like UL 9540. None of this is a reason to avoid batteries — it's a reason to use a licensed electrician who knows the NYC approval path.
Row house vs. free-standing home: what's realistic
- Free-standing home with a yard (parts of Queens, Staten Island, eastern Brooklyn): a permanent standby generator is feasible if you have gas service, outdoor clearance, and patience for permits.
- Row house / brownstone / townhouse: space, exhaust, and gas-cutoff requirements usually make a generator awkward. A properly sited battery is often the cleaner path.
- Apartment / condo: whole-unit standby power is rarely practical; battery options depend heavily on building rules and available space.
Whichever route fits, backup power leans on a healthy electrical service. Older NYC homes often have panels that are undersized or dated, and an ATS or battery may require a panel upgrade first.
