Adding an EV Charger or Heat Pump to a 100A Service Without a Panel Upgrade

If you own an older home in Brooklyn, Queens, or the Bronx, there's a good chance you're still running a 100-amp electrical service. That was plenty for decades. Then you decide to add an EV charger, a heat pump, or an induction range, and the first quote you get says you need a full service upgrade. Before you accept that, it's worth understanding a set of devices that can sometimes let you add the load without touching your service size.

Why a big new load looks like a problem

Electricians don't size a service by guessing. They run a load calculation under Article 220 of the National Electrical Code, which adds up your existing loads and the new one to see whether your service can carry it. The catch: a traditional calculation assumes worst-case conditions, roughly as if several big appliances could run at full tilt at the same time. A 40- or 48-amp EV charger, on top of an already-busy 100-amp panel, often pushes that number over the line even though, in real life, you rarely run everything at once.

What automatic load management actually does

This is where load management comes in. The 2020 and 2023 editions of the NEC formally recognized energy management systems (EMS) in Article 750, and the load-calc rules let a licensed electrician use a managed, capped load value instead of the full worst-case number.

In plain terms: a listed device continuously watches how much current your home is pulling and automatically throttles or pauses the new load when the rest of the house gets busy. Because the load is actively capped, the electrician can size the calculation around the setpoint the device enforces rather than the full nameplate rating. For EV chargers specifically, the NEC permits automatic load management (Section 625.42), and the maximum load counted is the maximum the system allows the charger to draw. The 2026 NEC adds a dedicated EVEMS section formalizing this further.

Common forms these devices take:

  • EV energy management systems (EVEMS) — either built into a smart charger or added alongside it, capping charging current based on total home demand.
  • Circuit-sharing splitters — let a new 240V appliance share one existing circuit (for example, an EV charger and a dryer), running only one at a time.
  • Smart electrical panels — replace or supplement your panel with one that meters every circuit and sheds lower-priority loads automatically.

There's also an "add a load to an existing dwelling" calculation method in the NEC that sometimes shows headroom a quick look at the panel would miss — another reason a real calc matters.

When it saves you real money — and when it doesn't

Load management is legitimately useful, but it is not a magic bypass. Here's the honest split.

It tends to work when:

  • Your existing usage genuinely leaves headroom most of the time, and only the new load tips the calc over.
  • You're adding one large, flexible load (an EV charger is the classic case) that can tolerate being paused or slowed.

You genuinely still need a service or panel upgrade when:

  • Your steady, always-on demand already fills the service — a device can't manage away load that's constantly present.
  • Your panel is physically full with no room for the new breaker, or the equipment is old, unsafe, or was never rated for today's loads.
  • You're adding a large continuous load, like a heat-pump heating system that must run through a cold NYC night when other demand is also high.

Only a load calculation tells you which bucket you're in. Anyone who says "no upgrade needed" without running the numbers is guessing.

The NYC permitting piece

Whichever path you take, this is filed work in New York City. A service change — any change to your amperage or point of delivery — also means a Con Edison service application, and Con Ed won't energize new equipment until the DOB sign-off is in hand, which adds time. One quiet advantage of load management is that when it lets you keep your existing 100-amp service, you often avoid that Con Ed service-application step entirely, sidestepping both the cost and the multi-week utility coordination that a full upgrade requires.

The device also has to be a listed, code-compliant system installed by a licensed electrician — not a random gadget off a marketplace.
